Yes, all international students, even native English speakers have to submit a TOEFL score as part of their application to VCUQatar.

Do you accept the ILETS?
Yes, VCUQatar now accepts the ILETS.
I am currently completing my IGSECs. Can I apply for VCUQatar?
No. VCUQatar requires a minimum of 3 - 4 AS levels.
