Yes, all international students, even native English speakers have to submit a TOEFL score as part of their application to VCUQ.

Yes, VCUQ now accepts the ILETS.
I am currently completing my IGSECs. Can I apply for VCUQ?
No. VCUQ requires a minimum of 3 - 4 AS levels.
